Bug Report

Starcoin version:
use master code to build the starcoin cmd，then connect the barnard network(v1.12.5)
run the dev module-proposal cmd，and get the error below.

Failed to parse server response as SignedUserTransaction: unknown variant `struct`, expected one of `Bool`, `U8`, `U64`, `U128`, `Address`, `Signer`, `Vector`, `Struct`

when I switch local starcoin to v1.12.5, then everything will be ok.
