Describe the Feature Request

We want to add unit test for stdlib upgrading in starcoin-framework side. There has two sub-tasks to complete:

• mpm integration-test add new instruction to load the package binary file from local disk.
• mpm integration-test support load an exist package binary as genesis.

Describe Preferred Solution

The first task need to update here, you can follow other instructions such as read-json, package, deploy, etc.

The second task can follow #3760, which load current source package as genesis.
